The Climate Change Committee (CCC) has advised that the expansion of Heathrow Airport's third runway can only proceed if the aviation industry funds cleaner fuels and carbon capture technologies. According to Nigel Topping, CCC Chair, "Heathrow expansion is not currently compatible with the UK's Net Zero target." The committee's recommendation comes as the Department for Transport (DfT) conducts an ongoing consultation to evaluate the expansion against four tests.
The CCC's stance underscores the need for the aviation industry to take responsibility for the emissions it generates and bear the costs of decarbonisation, as stated by Topping: "Government needs to ensure that the aviation industry takes responsibility for the emissions it creates and bears the costs of decarbonisation." The government has indicated that it will "carefully consider" the advice alongside other responses to its consultation.
The proposed expansion, which would cost an estimated £33 billion, has significant implications for flight costs. According to the CCC, a return trip to Alicante could see an increase of around £150 by 2050, while a return trip to New York could rise by around £400. These cost increases reflect the additional expenses associated with implementing cleaner flying technologies.
The consultation process will continue to assess the viability of the expansion based on the four tests outlined by the DfT. This includes evaluating the economic benefits, environmental impact, and the ability of the aviation industry to meet the necessary carbon reduction targets. The government's next procedural step will be to review all responses and make a decision based on the findings of the consultation.
